Beijing's Xicheng district opens a new overseas investment and liaison office in Paris






Beijing's Xicheng district inaugurated a new overseas investment and liaison office in Paris on Wednesday, as part of efforts to deepen international business ties. The launch took place during the 2025 Beijing Xicheng–Paris Investment Promotion Event at the China Cultural Center in Paris.
The Paris office follows the establishment of Xicheng's European Investment and Trade Liaison Station and the expansion of its global network since 2024, including branches in France, Switzerland, Luxembourg, and service stations in Norway and Finland.
With a slogan of "Invest in Xicheng, Win-Win Cooperation", the event was aimed to encourage dialogue, partnership, and shared success between Beijing and Paris, and celebrate the 61 years of diplomatic relations between China and France, said organizers.
Wang Meng, director of the Paris China Culture Center, and Liu Dongwei, Party secretary of the Communist Party of China Xicheng District Committee, attended the event.
In his address, Liu highlighted Xicheng's rich heritage and growing global appeal. "Xicheng reflects over 3,000 years of Beijing's history and blends cultural preservation with innovation," he said. The district is the northern terminus of the Grand Canal, a UNESCO World Heritage Site.
Xicheng is one of the major districts in central Beijing. With a population of 1.137 million, the district enjoys the privilege of being the national political, cultural and international exchange center.
Liu also emphasized the district's comprehensive cultural and economic strengths. "We have five cultural ecosystems—East, West, South, North, and Central—that bring together the rationality of finance with the emotional richness of culture," he said. "Xicheng offers a business-friendly and open environment. We welcome investors to live and work here, where they will find confidence, opportunity, and support."
"We warmly welcome you to live and work in Xicheng. There every investor will find the confidence to take root, the momentum to grow, and the comfort to thrive," he said.
The event was hosted by Xicheng district, Beijing, and co-organized by the Beijing Financial Street Chamber of Commerce, Bank of China Paris Branch, China International Capital Corporation, and CITIC Europe Holdings Limited.
During the event, a delegate of the Xicheng District Branch of the Beijing Municipal Commission of Planning and Natural Resources introduced how the district has advanced scientific management and efficient utilization of spatial resources through industrial upgrading and transformation.
Thierry Meignen, a French senator, shared the development journey of establishing friendly cooperation between the two cities.
Chrystelle Renaud from the Paris Insurance Group shared the successful experience of launching a joint venture of BNP Paribas in Xicheng district.
Several key agreements were signed at the event. CITIC Europe Holdings and Financial Street Group established a strategic cooperation framework to enhance China-Europe financial collaboration. Additionally, Xicheng District signed a cooperation agreement with Le Blanc-Mesnil, a suburban commune of Paris, to develop joint projects in culture, business, and innovation.
