Transformed power station provides green, convenient space for Taizhou residents

On July 23, staff members from the State Grid Taizhou Power Supply Company provided convenient services for citizens coming to charge their vehicles at the "Xingji Power" Comprehensive Service Station. This scene vividly demonstrates the company's practical achievements in transforming idle substation land in the urban core area into a hub for people's livelihood services through technological and model innovations.

Faced with the problems of limited land resources and insufficient public services commonly encountered by cities worldwide, the State Grid Taizhou Power Supply Company has piloted the "Xingji Power" project. Adhering to the principle of "zero new land addition", the project innovatively realizes spatial reuse and value reconstruction of substation land that had been left idle due to technological upgrading. Adopting an integrated model of "public infrastructure + comprehensive services", the project collaborates with the government, communities, third-party institutions and rural revitalization forces to establish a coordination mechanism featuring "government planning + community feedback + enterprise resources + technical support". Based on this, nine core plots have been scientifically selected for upgrading and transformation.

The renovated "Xingji Power" Comprehensive Service Station integrates electric vehicle charging, convenience services, agricultural product sales support and smart leisure functions. It has increased the land reuse rate from 12 percent to 89 percent and the equipment load rate from 65 percent to 92 percent. Each station is equipped with 50 charging piles, forming a "10-minute charging circle" in the urban area, reducing waiting time during peak hours from 1 hour to 10 minutes. The convenience posthouse provides basic services such as rest areas and drinking water. The agricultural product sales support zone focuses on promoting local characteristic agricultural products like "Nansi Bridge" onions. The smart leisure space integrates charging, agricultural support and convenience service systems through a digital twin platform, forming a green cycle of "charging - points - consumption - service optimization".

Leveraging digital twin technology, users' charging behaviors can be automatically converted into "agriculture-supporting points" which can be used to redeem agricultural products. By analyzing consumption preferences, the system accurately pushes marketing activities, such as offering specialty coupons for charging 30 kWh or more, thus realizing the goal of "one kWh of electricity activating an industrial chain". The average daily number of visitors to the service station has increased from 200 to 800 – more than 150 outdoor workers, for example, use the station every day. The station has been awarded the "Most Beautiful Trade Union Posthouse by the All-China Federation of Trade Unions".

This model has been promoted across Taizhou city. Its innovative practices have won the First Prize for Management Innovation of the State Grid and attracted multiple exchanges with domestic and foreign counterparts. Through technological innovation, model innovation, and management innovation, State Grid Taizhou Power Supply Company has transformed idle infrastructure spaces into green and vibrant hubs serving people's livelihoods, achieving a multi-win situation in efficient land utilization, improved people's well-being, rural industrial revitalization and environmental protection.

This successful practice not only improves the lives of local residents but also provides a valuable "Chinese sample" for cities worldwide to address challenges related to space and people's livelihoods.
