中國共產(chǎn)黨第十八屆中央委員會第七次全體會議,于2017年10月11日至14日在北京舉行。全會聽取和討論了習近平受中央政治局委托作的工作報告。

The four-day Seventh Plenary Session of the 18th Central Committee of the Communist Party of China concluded on Saturday in Beijing with a statement issued about the meeting.
為期四天的中國共產(chǎn)黨第十八屆中央委員會第七次全體會議于10月14日在北京閉幕，會議發(fā)布了公報。

A report to be made by the 18th CPC Central Committee to the 19th CPC National Congress; a work report of the CPC Central Commission for Discipline Inspection to the congress; and an amendment to the CPC Constitution also were discussed and approved.
會議討論并通過了黨的十八屆中央委員會向中國共產(chǎn)黨第十九次全國代表大會的報告,討論并通過了黨的十八屆中央紀律檢查委員會向中國共產(chǎn)黨第十九次全國代表大會的工作報告,討論并通過了《中國共產(chǎn)黨章程(修正案)》。

It was decided that the three documents will be submitted to the upcoming congress for examination and deliberation.
全會決定將這3份文件提請中國共產(chǎn)黨第十九次全國代表大會審查和審議。

知識點：

“審查”（examination）和“審議”（deliberation）雖都有審核的意思，但“審查”重在“查”，即檢查、核對是否正確、妥當，對錯誤和不當之處必須指出和糾正，不能“查而不定”；而“審議”重在“議”，就是議論、討論、分析、說明，可以“議而不決”。

出席全會的有中央委員191人（191 members of the CPC Central Committee）,候補中央委員141人（141 alternate members of the CPC Central Committee）。中央紀律檢查委員會委員和有關(guān)負責同志列席會議（present as nonvoting delegates）。

全會公報要點：

全會決定遞補11名中央委員（11 new full members were admitted to the Central Committee），確認中央政治局之前作出的針對15人的黨紀處分（decisions of disciplinary punishment made by the Political Bureau of the CPC Central Committee were endorsed）。

全會充分肯定黨的十八屆六中全會以來中央政治局的工作（the plenum fully affirmed the work of the Political Bureau of the CPC Central Committee since the Sixth Plenary Session of the 18th CPC Central Committee）。

全會認為，中央政治局堅持以馬克思列寧主義、毛澤東思想、鄧小平理論、“三個代表”重要思想、科學發(fā)展觀為指導（the Political Bureau has followed the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important Thought of Three Represents and the Scientific Outlook on Development）,貫徹落實習近平總書記系列重要講話精神和治國理政新理念新思想新戰(zhàn)略（thoroughly carried out the essence of Xi's series of important remarks and new governance concepts, thoughts and strategies）。

全會總結(jié)了黨的十八大以來5年的工作。一致認為,這5年是黨和國家發(fā)展進程中極不平凡的5年（the past five years were an extraordinary period）,改革開放和社會主義現(xiàn)代化建設取得了歷史性成就（China has made historic achievements in reform and opening-up, as well as socialist modernization）。5年來的成就是全方位的、開創(chuàng)性的（these achievements are comprehensive and groundbreaking）,5年來的變革是深層次的、根本性的（changes during the past five years were profound and fundamental）。

全會總結(jié)了黨的十八屆中央紀律檢查委員會的工作，認為反腐敗斗爭壓倒性態(tài)勢已經(jīng)形成并鞏固發(fā)展（China has gained and consolidated crushing momentum in its fight against corruption）。

全會強調(diào),我們黨是一個有著8900多萬名黨員的大黨,是一個領(lǐng)導著13億多人民進行改革開放和社會主義現(xiàn)代化建設的執(zhí)政黨（the ruling Party leading more than 1.3 billion people in the drive for reform and modernization）,如果沒有黨中央權(quán)威和集中統(tǒng)一領(lǐng)導（without the authority and centralized leadership of the CPC Central Committee）、沒有嚴格的政治紀律和政治規(guī)矩、沒有風清氣正的良好政治生態(tài)（without strict political disciplines, rules and a clean political environment）,就會喪失創(chuàng)造力、凝聚力、戰(zhàn)斗力（the CPC would compromise its creativity, cohesion and effectiveness）,就會喪失執(zhí)政基礎和執(zhí)政能力（weaken the foundation and ability of its governance）,就會嚴重脫離人民（detach from the people）,就不可能擔負起領(lǐng)導人民進行改革開放和社會主義現(xiàn)代化建設的歷史重任。

全會全面分析了當前形勢和任務,深入討論了新形勢下進行具有許多新的歷史特點的偉大斗爭（engaging in the great battle with many new historical features）、建設黨的建設新的偉大工程（embarking on the new great project in Party building）、推進中國特色社會主義偉大事業(yè)（advancing the great cause of socialism with Chinese characteristics）、實現(xiàn)民族復興偉大夢想（realizing the great dream of revival of the Chinese nation）的若干重大問題,為召開黨的第十九次全國代表大會作了充分準備。
