4月14日，《中共中央國務(wù)院關(guān)于支持海南全面深化改革開放的指導意見》（以下簡稱《意見》）正式對外發(fā)布。海南將成為新時代全面深化改革開放的新標桿。

我國于4月14日發(fā)布支持海南全面深化改革開放的指導意見，列出將海南建設(shè)成為自由貿(mào)易試驗區(qū)和中國特色自由貿(mào)易港的詳細舉措。

《意見》對海南作出了新的四大戰(zhàn)略定位。一是全面深化改革開放試驗區(qū)（pilot zone for comprehensively deepening reform and opening-up）。二是國家生態(tài)文明試驗區(qū)（pilot zone for the country's ecological civilization）。三是國際旅游消費中心（an international tourism and consumption center）。四是國家重大戰(zhàn)略服務(wù)保障區(qū)（ zone offering services and support for the country's major strategies）。

根據(jù)《意見》，海南未來將按照“四步走”發(fā)展目標實現(xiàn)新發(fā)展。

2020年，與全國同步實現(xiàn)全面建成小康社會目標，自由貿(mào)易試驗區(qū)建設(shè)取得重要進展（ achieve important progress in building Hainan province into a pilot free trade zone），國際開放度顯著提高；

2025年，經(jīng)濟增長質(zhì)量和效益顯著提高；自由貿(mào)易港制度初步建立（basically establish a free trade port system），營商環(huán)境達到國內(nèi)一流水平；

2035年，在社會主義現(xiàn)代化建設(shè)上走在全國前列；自由貿(mào)易港的制度體系和運作模式更加成熟（make the free trade port system and operational mode of Hainan more mature），營商環(huán)境躋身全球前列；

到本世紀中葉，率先實現(xiàn)社會主義現(xiàn)代化（take the lead in achieving socialist modernization），形成高度市場化、國際化、法治化、現(xiàn)代化的制度體系（form a highly commercialized, internationalized, legalized and modernized system），成為綜合競爭力和文化影響力領(lǐng)先的地區(qū)。

《意見》明確提出，以供給側(cè)結(jié)構(gòu)性改革（supply-side structural reform）為主線，從深化供給側(cè)結(jié)構(gòu)性改革、實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略（innovation-driven development strategy）、深入推進經(jīng)濟體制改革（deepen economic structural reform）、提高基礎(chǔ)設(shè)施網(wǎng)絡(luò)化智能化水平（improve intelligence level of infrastructure）4個方面建設(shè)海南現(xiàn)代化經(jīng)濟體系。

《意見》明確，將按照先行先試、風險可控、分步推進、突出特色原則，在海南推動形成全面開放新格局，高標準高質(zhì)量建設(shè)自由貿(mào)易試驗區(qū)（build a free trade pilot zone with high standard and quality），探索建設(shè)中國特色自由貿(mào)易港（free trade port with Chinese characteristics），加強風險防控體系建設(shè)（strengthen risk control system）。

在拓展旅游消費發(fā)展空間方面，《意見》提出海南將實施更加開放便利的離島免稅購物政策（off-shore duty-free policy），實現(xiàn)離島旅客全覆蓋，提高免稅購物限額；支持海南開通跨國郵輪旅游航線（transnational cruise ship line）；有序推進西沙旅游資源開發(fā)，穩(wěn)步開放海島游；制定支持境外患者到博鰲樂城國際醫(yī)療旅游先行區(qū)診療的便利化政策；探索發(fā)展競猜型體育彩票（sports betting lottery）和大型國際賽事即開彩票（instant lottery on large-scale international events）；大力推進海南旅游消費國際化等。
